This article will provide you some information about how to advertise COVID-19 vaccines in compliant with Australian laws

The advertising of prescribed medicines including vaccines is generally banned in Australia. Nevertheless, there are still some exceptions like the use of authorised materials to support the roll-out of COVID-19 vaccines nation-wide in Australia

As part of the Australian Government Department of Health, the Therapeutic Goods Administration (TGA) regulates the advertisement of therapeutic goods in Australia. That explains how vaccine providers and other parties can advertise and promote COVID-19 legally without possibly breaching the ban on advertisement of prescribed medicines.

Consultations are not subject to advertising requirements

Information discussed between a doctor, pharmacist or nurse and their patient during consultation or treatment is exempt from the advertising requirements for therapeutic goods including the ban on advertising prescribed medicines. For example, if a patient seeks advice from their doctors for which brand of vaccines they are going to receive, the doctors can advise the patients without potentially breaching the advertisement rules.

How to advertise COVID-19 vaccines lawfully

A range of government advertisement content can be used to provide information and promote COVID-19 vaccines to consumers, and to facilitate access to the vaccines. People who want to advertise the vaccines, including doctors and pharmacists, can add to the material to provide advice to consumers on when and where the vaccines can be accessed to.

Specifically, it is allowed to:

  • use Australian Government produced materials to promote COVID-19 vaccines
  • use materials produced by Australian state or territory governments to promote COVID-19 vaccines
  • add factual information to government materials to assist the public in obtaining the vaccine such as:
    • the location of the COVID-19 vaccination service
    • times vaccines are administered or opening hours of the service provider
    • whether there is a need for an appointment to receive the vaccination and how to make one
  • provide the factual information listed above, independently to government materials, to assist the public in obtaining the vaccine.

Government produced materials may be used in all communication channels including on websites, as flyers, in newsletters, in social media or emails, or as posters in the windows and on the walls at vaccine providers, clinics, pharmacies, and other businesses.

In using government materials to promote COVID-19 vaccines, advertisers must be careful not to add:

  • the tradename and/or active ingredient of the specific vaccine
  • statements or the implication that harmful effects will result from not receiving the vaccine
  • statements or the implication that the vaccine offered is superior to other vaccines (e.g. a statement about the efficacy against a particular strain)
  • incentives to encourage a consumer to obtain the service or vaccine
  • any comparisons between vaccines (even if supported by evidence)

Advertisers must not:

  • use self-developed advertising about COVID-19 vaccines

In regulating the advertising of therapeutic goods the TGA uses a range of compliance approaches from education and assisted compliance through to more serious compliance action such as issuing directions, fines or pursuing court action.

Factual and balanced information may not be advertising

Presenting factual and balanced information about the COVID-19 vaccines is unlikely to be considered as advertising or promotional, subject to the context in which the information is presented. Some examples of this include:

  • a doctor providing their general view in relation to vaccination broadly (provided they do not promote individual vaccines – COVID-19 or otherwise)
  • technical information relating to how the vaccines were developed and manufactured
  • sharing scientific reports from reputable sources (like the World Health Organization) about vaccination
  • re-tweeting or sharing valuable news-worthy information from reputable sources about the COVID-19 vaccines that would not have the effect of promoting the vaccines; or
  • presenting comprehensive information that doesn’t emphasise the benefits over, for example, the risks and limitations.

As a general guideline, if the content persuades consumers, for example through the use of promotional terms or language, to seek out COVID-19 vaccines, then it would be considered advertising.

Did Not Attend (DNA) is one of the problems that every clinic wants to solve desperately because it has a significant impact on the clinic to survival. Not only do you lose the opportunity to charge a patient, but there is also the additional admin expense involved with following up with the patient.

You may think that in the big scheme of things, this is not something worth investigating. However, it should be taken seriously. Not only does it impact the effectiveness of patient care, but also it is a waste of your time and practice resources.

Cost of No-Shows

Let’s say, you have an average of 10 No-Shows per week.

$75 per appointment (standard consultation), multiple by 10 missed appointments = $750/week

If you multiple the above amount on annual basis, you are losing almost “$40,000” per year.

And …… We haven’t calculated other additional costs, such as admin follow-up.

If you could reduce this to 1-2 DNAs per week, you would be saving at least $31,200. That is a lot of money to leave on the table.

Why do patients did not attend scheduled appointments?

It is important to understand why patients are making appointments and not keeping them. Below are the most common reasons why:

  • Forgot about the appointment

Providing healthcare services over video conferencing tools is more popular than ever. It is as “face-to-face” as you can get, without actually being in the same room.  As with all technology, there is an etiquette that needs to be followed to ensure that you come across as professional, while also ensuring that they are given the attention and empathy that they deserve and expect.

Video Quality

The visual component is what helps patients feel that you are in the same room as them. It is important that you have:

  • A good quality web camera;
  • The web camera positioned to show your face in the centre of the screen;
  • Good lighting in the room.

Audio Quality

The patient should be able to hear what you are saying clearly. Often doctors will have multiple mics turned on without realising (ie mic with a computer, a mic with a computer screen, and/or an external mic). When this happens, the patient will hear a buzzing feedback sound or will hear an echo when they say something. This can be very distracting/ annoying.  If you cannot turn off other mics, we recommend using a headset that will prevent the patient’s voice from being picked up by your mic(s).

Patient Privacy

If you are working from home, it is important to ensure that your conversation is private. Wherever possible, you will need to be in a private room where your conversation will not be overheard or seen by others. This is especially important when the patient needs to remove clothing for an examination.

Limit the distractions

The biggest distraction today are phones and social media. It is important to turn other phones off or set them to silent. If you have any messaging apps on your computer, ensure that they are set to “do not disturb”. Getting alerts, SMS, phone calls during the consultation are distracting. It is important to focus on the patient during the consultation.

You should also minimise the background noise, so things like TV’s, music/ radio should all be turned off.

Dress the part

Working from home may seem like a great excuse to provide video consultations in your pj’s. But doing this will have an impact on your creditability. It is best to dress as you generally would if you were in the clinic.  RACGP recommends avoiding brightly coloured prints or reflective clothing. Clothes in neutral tones are the safest bet.

Eye Contact

Keeping eye contact with the person you are talking to shows that you are actively listening and paying attention. This is extremely important in a consultation. The downfall of video conferencing is that your camera is not located where your patient’s face is. So, although you may be looking and listening to the patient, it won’t always seem that way.

To combat this, some people recommend looking at the camera or yourself. There are even tricks, such as sticking something above the webcam to focus on. However, this can be counter-intuitive and make you appear fidgety and not focused on the conversation.  Instead, we recommend you place your webcam at eye level and/or adjust your camera angle. Stay focused on the patient and if you need to look or move away from the patient, let them know what you are doing.

Listening

This might seem like a no-brainer, but, even the best platforms may occasionally lag. This is usually due to your or the patient’s internet connection. Waiting a couple of seconds after the patient has finished talking will ensure that you are not talking over or interrupting the patient.

Communication

Identify yourself straight away. It is important to ensure that you communicate who you are, where you are calling from, and why.

Ensure that you are on time. If you are running late, let the patient know.

Give the patient clear instructions, pause between each task, give them time to note it down if they have to. Remember that the elderly will need more time. If they need to do something post-appointment, i.e. collect or download a script/referral/file after the consultation, let them know how to do this and when they will need to start doing this.

Be prepared

Make sure that you do a test run before you start meeting with patients. Know what you have to do i.e. (have a headset on to stop echo-ing). Know some basic troubleshooting i.e. how to switch from your back to front camera.

If you encounter an issue that you cannot solve, have a backup plan (i.e. call the patient directly).

Make sure that you have the patient’s file open and ready to go.

In response to the COVID-19 pandemic, the government released a temporary MBS code to allow practices to bulk bill telehealth consultations. As a result, many doctors and patients are now familiar with video-conferencing tools. Although there are a number of video-conferencing products out there, it is important to remember that working in the health industry means privacy needs to be taken into account. In this article, we will outline and explain the requirements when providing telehealth services.

Data needs to remain in Australia

RACGP requires that data is stored in Australia. When is data is stored in another country, it becomes subject to the laws of that country. While Australian laws around privacy are stringent, there are a number of countries where they are not. The data when stored elsewhere can be used/subpoenaed. Hence, maintaining privacy becomes an issue.

Video consultations are encrypted end to end

End to end encryption is a method of secure communication. It prevents third parties from viewing, altering the information when transferred from point to point. With end to end encryption, the data is encrypted on the sender’s system and only decrypted using a key available only to the recipient’s system.

No recording video consults

You wouldn’t record your in-room consultations, your video consultation should NOT be recorded or stored on any servers.  If the recording is viewed/seen by another party, it is a huge breach of privacy. Remember that nothing is free, a company that provides services for free will need to make money somehow. It is usually to do this through data collection or mining.

Easy to use

Your patients and doctors will all have different skill levels, it is important to make the system as easy to use as possible. There should be no downloads required and it should be compatible with all the devices and browsers.

Reporting

In order to bulk bill telehealth, you need to be able to provide proof that you:

i) provided a service;

ii) how long the service was for.

The provider of your video consultation should be able to provide this information, without recording and/storing the consultation.

Limit information provided to Patient

You do not want the patient to directly contact your Doctors. When speaking to the patient, the doctor’s contact information should not be made available to patients (i.e. mobile number, Provider ID (eg facetime ID, Skype ID), email address, etc). If the patient wants to contact the doctor again, they will need to make the booking through the proper channels.

Identification of patients

In a fast-moving General Practice world, how many of you ask and use the  3-point approved patient identifiers in general practice. It is vital for patient safety and confidentiality. According to the RACGP Standards for general practices, “Failure to correctly verify a patient can have serious, potentially life-threatening consequences for the patient.” Thus, the Standards require that practices have a system for patient identification that uses three approved patient identifiers and that this system is used at every patient encounter. For example, within a single appointment, a patient should be asked to verify his or her identity when making the appointment, when presenting for the appointment, and when seeing each clinician.

Approved patient identifiers include

  • Name (family and given names together are one identifier)
  • Date of birth
  • Gender (self-identified)
  • Address
  • Patient health record number (if such a system exists in your practice)
  • Individual Healthcare Identifier (or IHI, issued by the Department of Human Services)

Medicare numbers are not considered approved patient health identifiers, as some patients do not have Medicare cards, some or most don’t bring it with them and family members may share a Medicare number. When asking a patient for identification, the practice team member must ask the patient to state at least three identifiers. It is important that staff do not offer the information and ask the patient to confirm it.

The prevailing issues associated with applying a consistent patient identification process are patient concerns about privacy and patient annoyance at being asked to identify themselves to practice staff with whom they are familiar.

In the first instance, there are recommendations for methods of self-identification that support privacy and confidentiality. The RACGP suggests that the patient produce a form of government-issued, photographic identification (such as a driving license) that confirms at least three of the approved patient identifiers. Some practices have implemented a system where their business card has a patient identification (and emergency contact) section on the back that can be completed by the patient. This has a two-fold benefit, allowing the patient to present the card as a way of confirming his or her identity, as well as carrying the details of both the emergency contact and general practice, which could then be accessible if a health emergency occurs.

The second method has also proved to be useful for patients who are unhappy about being asked to identify themselves at each patient encounter. Another suggestion is to display signage around the practice to explain why you will ask a patient for identifiers. It is common for practices to have patients with similar names, addresses, and/or dates of birth, and mismatching a patient with a health record can have serious consequences. Being confident in explaining the need for correct patient identification can help you successfully engage your patients in the process.

The importance of a robust patient identification process has been highlighted by the Australian Commission on Safety and Quality in Health Care (ACSQHC) in a recent advisory (GP18/04). Accreditation agencies are now required to have processes in place to notify and mitigate significant risks found during accreditation surveys, and staff failing to routinely use a patient identification process is provided as an example of such a risk by the ACSQHC.

Creating your Facebook Business Page

Creating your Facebook Business Page

Facebook has over two billion monthly active users worldwide! With this many people actively using the platform, it is almost impossible for any business to ignore. You really need a Facebook Business Page!

If you don’t already have a Facebook Business Page, this article covers all the things you need to set it up.

Please Note: Facebook is constantly updating their screens and therefore the screen layout and menu options might not match exactly. This blog article was written in Dec 2018 and all screenshots were correct on this date. The general process tends to remain the same. So even if the screen layout changes, you should still be able to use the article to create your Facebook page with the information below.

Prerequisites

Have a Personal Facebook Account

You need a personal Facebook Page to create a Facebook Business Page. You cannot create a Facebook Business Page without a personal account. If you don’t have a personal Facebook account, you will need to create one via www.facebook.com (it is FREE).

Facebook Photos

To start you will need 2 photos for your Facebook Business Page.

  1. Facebook Profile Photo: This needs to be a square image with the recommended resolution of 360×360, 720×720, or 960×960 (measurement in pixels). 180×180 is the minimum size.
  2. Facebook Cover Photo: This needs to be a rectangular image sized 828px x 315px.

Step 1: Creating a Facebook Business Page

  1. Login to Facebook using your personal account
  2. Click on the arrow on your Facebook toolbar (top right-hand corner of the page)

  4. Select the option that suits you (most likely Business or Brand) and click Get Started.

  6. In the category field, type a word or two that describes your business, then select the suggested category.

  7. Additional details will appear for your business, complete as much information as possible, and click on Continue.

Step 2: Adding Pictures

Once you hit continue, you will be prompted to upload a Profile Picture and then a Cover Photo.

Choosing an appropriate Facebook Profile Photo

It is important to create a good visual impression. Make sure the photos you choose, align with your brand, are the correct size and formats, and are easily identifiable with your business.

Your Facebook Profile photo appears in:

  1. The Facebook search results, next to your business name
  2. Newsfeed of your followers
  3. Posts on your page’s Timeline
  4. Comments
  5. Next to your cover photo (on your Facebook Business Page Timeline).

The recommended size is 360×360, 720×720, or 960×960 pixels, although you can get away with uploading an image 180×180 pixels.

Choosing an appropriate Cover Photo

The Facebook cover photo will be seen by people who visit your Facebook Business Page. This is very important for businesses where the customers will need to visit the place of business frequently i.e. Restaurant, Medical Practice, or Hotel/Motel. The image should capture the essence of your brand and convey your brand personality. It will display at 820 x 312 pixels on a desktop or 640 x 360 pixels on mobiles. The image uploaded is recommended to be 828 pixels wide and 315 tall.

Step 3: Your Facebook Business Page is online

Your page is online Ta-da!  At this point, you’ll be prompted to take a quick walk-through of a few features. Unless you’re already well aware of how Facebook Business Pages operate, we recommend clicking through the prompts, just so you know where everything is.

There are a few additional tweaks that you need to make for your industry i.e. Medical Practices shouldn’t really have reviews turned on, whereas Restaurants and Motel/Hotels really should.

Make sure you also:

  • Add a short Description
  • Create a username (might take a couple of days)
  • Fill in the About section
  • Get Verified
  • Create your Call-To-Action button/ Link your Online Ordering/Appointment Booking Facebook App.
  • Create your first post
  • Play around with the Page Insights.
